Shigeru Ariizumi

ARIIZUMI Shigeru is Vice Commissioner for International Affairs of the Japan Financial Services Agency (JFSA).

Before assuming his current position in July 2021, he has held various key positions at the JFSA. During Japan’s G20 Presidency in 2019, he served as Deputy Commissioner for International Affairs and led the JFSA team on formulating the agenda and delivering tangible results on financial sector issues. During 2011-2013, he worked as Director of Banks Division I and Director of Securities Division respectively and was the leading official in charge of supervising Japanese megabanks and investment banks as well as foreign financial institutions’ branches and subsidiaries. He has also served as Deputy Director of the Financial Markets Division and has worked on securities regulations and securities markets reform during 2001-2003.

Entering the Japanese Ministry of Finance (JMOF) in 1988, he has also assumed wide range of pivotal positions at JMOF, particularly on international finance. Before assuming his current role at JFSA, he was Senior Deputy Director General at the International Bureau and was the G7 and G20 Finance Deputy’s Deputy, working on pressing global issues, including the global economy, pandemic response and preparedness, debt vulnerabilities and assistance to LICs countries, digital transformation and climate change. He also oversaw development finance policies and MDB issues, being responsible for the World Bank, Asian Development Bank and African Development Bank and played a key role in IDA19 replenishment as Japan’s IDA Deputy during 2019-2020.

He also worked as Director of the Foreign Exchange Markets Division, which is responsible for market intervention and foreign exchange reserve management with over 1 trillion US dollar as its assets.

On fiscal and tax policy issues, he served as Budget Director responsible for the Cabinet, Reconstruction from the Great Earth Quake and Ministry of Foreign Affairs. He was also seconded to the OECD as Senior Advisor on international tax policy issues during 2005-2007.

He holds a Bachelor degree in law from the University of Tokyo and a Master degree from Harvard Law School. He has passed the Bar examination in Japan as well as in the State of New York.

Shuichi Hayashida is Head of Japan and Head of Southeast Asia for the Multilateral Investment Guarantee Agency (MIGA), the political risk insurance and credit enhancement arm of the World Bank Group.

Hayashida works out of Tokyo office to further the World Bank Group’s mission of ending extreme poverty and boosting shared prosperity through collaboration with Japanese investors and their partners. To that end, MIGA supports investments in regions where capital is most scarce. MIGA is now the leading political risk insurance provider in fragile and conflict affected countries.

Previously he worked for MUFG Bank (formerly The Bank of Tokyo-Mitsubishi UFJ) out of Singapore, London, Tokyo with focus on project finance transactions in his capacity as both financial advisor and lender covering energy sector globally. He also worked on large scale-acquisitions, merger and divestment projects in Asia.

Tomohiro Ishikawa

Tomo Ishikawa heads the Government and Regulatory Affairs Office at MUFG. Ishikawa is responsible for orchestrating the group-wide advocacy strategy on financial regulatory policies. He also oversees recovery/resolution planning for the group, and government relations across the regions. Prior to his current role, Ishikawa headed MUFG’s Regulatory Strategy team for the EMEA region, based in London.

Until January 2017, Ishikawa worked as the head of the digital team within the Government & Regulatory Affairs Division at Deutsche Bank AG (based in London), where he led the advocacy engagement on technology & digital related policies.

Prior to joining Deutsche Bank, Ishikawa served as Deputy Director of Prudential Policy Office at Financial Services Agency of Japan (Japan FSA). He chaired the work stream (WS1) under the Working Group on Margin Requirement (WGMR), reporting to the BCBS and the IOSCO board, with the mandate to harmonize the margin rules across the regions.

Ishikawa started his professional career at Merrill Lynch as an investment banker. After 12 years at Merrill Lynch (Tokyo and NY), he moved to RECOF Corporation (an M&A boutique firm in Tokyo), and then to Deutsche Bank (financial institutions coverage based in Tokyo). He has 15 years of experience as an investment banker, prior to becoming a regulatory policy expert.

Tomo graduated from Keio University (Tokyo, Japan) in 1996.  He lived in Toronto, Canada, prior to studying economics at Keio.

Tara Kruse is the Global Head of Infrastructure, Data and Non-Cleared Margin at ISDA.  In her role leading ISDA’s Non-Cleared Margin Initiative, Ms. Kruse helps facilitate the implementation of margin rules for non-cleared derivatives across jurisdictions and oversees maintenance of the ISDA Standard Initial Margin Model (ISDA SIMMTM).   She leads ISDA’s Data and Market Infrastructure and Technology teams which are digitizing ISDA’s documentation and developing innovative industry standards, like the ISDA Common Domain Model, to drive efficiency and automation for collateral management, trade reporting and other aspects of the trade lifecycle.

Yoshihiko UCHIDA was formerly a Director in the Bank Supervision Department of the Bank of Japan, a Director in the Institute for Monetary and Economic Studies of the Bank of Japan, and a Director in the Supervisory Bureau of the Financial Services Agency.

For more than 20 years, he has been working on issues related to asset pricing, risk management in banks, and financial market stability. His main areas of research are asset valuation, financial risk management including model risk, financial market structure, and related regulations. Recently, he has been expanding his research area to include the impact of crypto currencies on financial markets.

Yasuhisa Watanabe

Yasuhisa Watanabe is Vice President, Chief Financial Officer (CFO) for RGA Reinsurance Company Japan Branch, where he leads the finance and accounting team. He is responsible for the overall financial management of the Japan Branch, and is also Regional Finance Projects Director for improving business management in the Asian region for RGA. He joined RGA Japan as CFO in 2004 when RGA was granted a full license to operate in Japan.
In addition to these roles, Yasuhisa serves on the Japan Management Board, RGA Japan’s highest decision-making body, and he chairs the Investment, Compliance, and Audit & Risk Management committees.
Prior to joining RGA, Yasuhisa led the finance team for PCA Life and was responsible for enhancing its EV-based financial reporting system. He also worked for Merrill Lynch Japan Securities as Controller, contributing to the industry-first launch of bancassurance by Merrill Lynch International Private Client Group (IPCG), which serves high net worth customers and supports merger and acquisition initiatives for banks in the Core Finance Division.
Yasuhisa received an Executive M.B.A. (EMBA) from the Keio Business School. He is a U.S. Certified Public Accountant (CPA), recognized by the New Jersey Society of CPAs, and is a member of The Japan Committee for Economic Development.

Mr. Yasuda joined Mitsubishi Bank (current MUFG Bank) in April 1993. He has developed his career in Shibuya Branch, Planning Division (Risk Management), Study Exchange Program (Graduate School, University of Tsukuba), Operations Planning Division, Human Resources Division, and the Corporate Risk Management Division (Tokyo, New York), and has been appointed as the Head of Corporate Data Management Division for Mitsubishi UFJ Financial Group and MUFG Bank in December 2017.

In April 2019, he promoted as the Executive Officer and Chief Data Officer (CDO), and has been appointed as the Head of Corporate Risk Management Division since April 2020.

He has established good reputation on identifying issues, and developing / implementing corporate strategies, based on his deep knowledge and experience of data analysis for risk management and regulatory trends.

1993年4月 三菱銀行(現三菱UFJ銀行)入行。渋谷支店、企画部(リスク管理)、国内留学(筑波大学大学院)、事務企画部、人事部、リスク統括部(東京・NY)を経て、2017年12月より 三菱UFJフィナンシャルグループ及び三菱UFJ銀行 経営情報統括部長。

2019年4月より執行役員ならびにCDO(Chief Data Officer)就任。2020年4月より現職。

リスク管理・規制動向などの知見・データ分析をベースとした課題抽出・戦略立案、及びその戦略の実現に定評あり。

Yutaka Yoshida

Yutaka Yoshida is Joint General Manager of Risk Management Division of AOZORA BANK, LTD. he has been responsible for validation and verification of pricing models of various derivatives(IR,FX,CR,EQ,COM), securitized products(CDO,ABS,CMBS) and establishment of their Market risk measurement systems.

Prior to the current role, he was also engaged in development of Credit and Operational risk measurement models.

Recently, he is working on establishment of Market risk measurement system according to new regulations(IM, CVA/DVA, Libor cession, and FRTB).

He has Bachelor’s and Master’s degrees in Management Engineering from the Tokyo Institute of Technology.

Shinichi Yoshiya

Shinichi Yoshiya is Head of Regulatory Affairs for Japan and APAC in the Legal Division of Morgan Stanley. Mr. Yoshiya covers a broad range of complex cross-border financial regulatory matters and transactions for Morgan Stanley’s Japan and Asia Pacific region including ESG, OTC derivatives regulations of Japan, U.S. and EU, the Volcker Rule, Resolution Stay, MiFID2, Brexit, LIBOR and Basel 3 capital rules. Prior to joining Morgan Stanley, Mr. Yoshiya was an attorney at Davis Polk & Wardwell LLP advising on financial regulatory matters. Mr. Yoshiya has held academic appointments at Duke University Law School as Visiting Professor and currently teaches global financial regulations at Meiji University Law School. Duke University, Law School (LL.M.), Aoyama Gakuin University, Business School (M.B.A.), Sophia University (LL.B.). Mr. Yoshiya is admitted to the bar of the state of New York.

Hiroyuki Yoshizawa

Hiroyuki Yoshizawa is an Executive Director and head of product in IHS Markit Japan GK.

He leads the business development across fixed income pricing, derivative valuation Service, illiquid asset valuation, and financial data solution.

His business offers the solution to risk management, regulatory compliance and accounting correspondence that are facing liquidity data challenge of financial instruments under recent circumstances. He is also involved in many discussions of data approach investment strategy.

Prior to joining IHS Markit, he had been a fixed income trader for more than 25 years in international banks and actively traded various credit, structured, and emerging market products.
